Luke Little is the founder of Allevian Consulting, a multidisciplinary firm dedicated to advancing successful outcomes for clients ranging from local governments and state agencies to hospitals, businesses, and nonprofits. With a unique ability to align public and private sector interests, Mr. Little has led transformative statewide initiatives such as the Arkansas Biomanufacturing Workforce Initiative — developed upstream and funded through a nationally competitive EDA STEM Challenge grant. His work has turned local challenges into state priorities, bringing together coalitions like the Arkansas Department of Commerce, University of Arkansas, and leading employers to collaboratively develop the pathway for free, fully online biomanufacturing training tied directly to full-time jobs. He has also secured over $30 million in funding to implement key priorities for the City of Joplin, Missouri, and guided businesses nationwide through USDA’s Rural Energy for America Program to adopt solar and energy-efficient technologies.
Mr. Little’s expertise spans disaster recovery, capital planning, energy infrastructure, economic development, and government funding. As a senior advisor on the FEMA Public Assistance Program for Massachusetts, he facilitated over $100 million in obligations to major healthcare systems. He has managed new state-level economic development investments such as CRF- and ARPA-funded programs on behalf of states, including South Carolina, North Dakota, and South Dakota to catalyze economic activity and industry growth.
Prior to establishing Allevian Consulting, Mr. Little served as a policy advisor in the United States House of Representatives. In this role, he was responsible for managing several legislative areas, including the Committee on Homeland Security, the Subcommittee on Emergency Preparedness, Response, and Recovery, and the Subcommittee on Border Security, Facilitation, and Operations. Mr. Little also drafted and engaged with federal, state, and local policy involving economic development, education, labor and workforce, judiciary, and government funding opportunities.
Additionally, Mr. Little has handled policy and administrative matters in the United States Senate, served as a Director of Operations for a successful U.S. Congress campaign, and administered stakeholder relations as the Director of External Affairs at a State Headquarters for Small Business Development Centers.
Mr. Little holds a Bachelor of Arts in Public Policy and a Masters in Business Administration.
