The mission of Allevian Consulting is to alleviate our clients from limitations and support their road to success.
Our Founder
Luke Little is the founder of Allevian Consulting, a multidisciplinary consulting firm that provides solutions to advance successful outcomes for the initiatives and priorities of clients - including local governments, state governments, hospitals, businesses, and nonprofits of all scopes and sizes.
Mr. Little has led statewide initiatives as the nexus between the private and public sector - such as building the Arkansas Biomanufacturing Workforce Initiative from incorporation to implementation - which was funded by a grant he authored and submitted for the EDA Stem Challenge, a federal program that received applications from across the country and only selected ten to be awarded. This initiative evolved from a client facing economic development and workforce challenges to a State of Arkansas top priority - with a consortium built from the ground up including Arkansas Department of Commerce, Arkansas Office of Skills Development, Arkansas Economic Development Commission, University of Arkansas, Northwest Arkansas Economic Development District, Greater Bentonville Area Chamber of Commerce, and private sector employers. Today, it is now possible for any Arkansas resident to complete a biomanufacturing certification course 100% online and 100% at-no-cost - with immediate full-time employment opportunities upon completion.
Mr. Little submitted ten grants on behalf of the City of Joplin, Missouri that enabled completion of various priorities identified as top community needs in the City's 10-Year Action Plan -- priorities requiring $28 million to complete, made possible by programs such as:
DOT/FTA - Areas of Persistent Poverty Program
Local Tourism Asset Development Program
Community Revitalization Program
EPA - Recycling Education and Outreach Program - 25 awarded of 315 submitted
Mr. Little has supported businesses across the country navigate the Rural Energy for America Program and secure the necessary funding to install solar renewable energy systems, convert irrigation systems from diesel engines to electric motors, and other energy efficiency projects.
Mr. Little has managed the FEMA Public Assistance Program on behalf of the Massachusetts Emergency Management Agency and facilitated successful obligations for some of the Commonwealth's largest employers:

On behalf of states such as South Carolina, South Dakota, and North Dakota, Mr. Little has administered funding sources that were newly established by state legislatures and designed to promote entrepreneurship, leverage private-partnerships, cultivate growth opportunities for communities and stimulate economic activity.
Prior to establishing Allevian Consulting, Mr. Little served as a policy advisor in the United States House of Representatives. In this role, he was responsible for managing several legislative areas, including the Committee on Homeland Security, the Subcommittee on Emergency Preparedness, Response, and Recovery, and the Subcommittee on Border Security, Facilitation, and Operations. Mr. Little also drafted and engaged with federal, state, and local policy involving economic development, education, labor and workforce, judiciary, and government assistance programs.
Additionally, Mr. Little has handled policy and administrative matters in the United States Senate, served as a Director of Operations for a successful U.S. Congress campaign, and administered stakeholder relations as the Director of External Affairs at a State Headquarters for Small Business Development Centers.
In 2024, Mr. Little was presented with the distinguished honor, Who's Who in America, for his leadership roles, career accomplishments and societal contributions.
Mr. Little holds a Bachelor of Arts in Public Policy and a Masters in Business Administration.
